Founder & Principal

Lindsay Gullahorn

Lindsay brings over 20 years of political, legislative, and regulatory experience to her clients. She has built a reputation for delivering thoughtful strategy, trusted counsel, and strong relationships across political parties and branches of government.

Her expertise covers a wide range of complex policy areas, including:

  • Healthcare and Medi-Cal

  • Provider licensing and scope of practice

  • Insurance and financial services

  • Pharmacy policy and operations

Lindsay has extensive experience navigating California’s administrative agencies, including boards, bureaus, departments, and commissions. She regularly analyzes legislation, drafts position letters, testifies at hearings, prepares budget analyses, and provides clients with timely political and legislative updates.

Outside of her client work, Lindsay is a frequent guest lecturer for graduate public policy programs, teaching students about California’s legislative process and effective advocacy. Lindsay holds a B.A. in Government from California State University, Sacramento. She is an avid runner and lives in Sacramento with her children, Charlie and Jackie.
